SCOMでAzure（リソースマネージャ側）を監視する場合、System Center Management Pack for Microsoft Azure (Technical Preview)の導入が必要です。

一応、Ambari 経由での監視みたいなので接続は可能だが、どこまで監視できるんだろう。
